Worry not, I'm not advocating a British withdrawal from the EU! But what I am advocating is that the EU starts thinking about what it would mean for it. So far the debate has focused almost entirely on what a withdrawal would mean for the UK. Let me be clear: a British withdrawal would involve bigger costs for the UK than the EU. But we cannot deny the effect on the EU would be palpable. Yet discussion of what could be a major event in the EU's development has been very limited.
